Comment Period Ends: Thursday, February 11, 2010
Project Description: The action replaces the existing approved Inter-Agency Work Plan For Management of Terrestrial Invasive Plant Species on State Land in the Adirondack Park with the Inter-Agency Guidelines for Implementing Best Management Practices for the Control of Terrestrial and Aquatic Invasive Species on Forest Preserve Lands in the Adirondack Park that provides a list of Best Management Practices for the management of invasive species on State lands within the Adirondack Park. The new Inter-Agency Guidelines provide additional BMP's for control of invasive species to include terrestrial, aquatic, and forest pest and pathogen species on State Land as well as site specific documentation required prior to implementation. A significant guideline of the SLMP is to protect the integrity of established native flora and fauna and to restore native species when feasible. The Guidelines are intended to meet the resource protection and rehabilitation goals expressed in the State Land Master Plan through available control methods and with minimum impact on the environment. The Guidelines identify target invasive species and recommended Best Management Practices.

Project Description: The project involves the lease of a 55 ft. x 70 ft. area on a 0.50 acre parcel owned by the Duane Volunteer Fire Company, Inc. to Verizon Wireless for the construction of an 80-foot tall triangular self-supporting latticework tower. Verizon proposes to locate a 12-panel array at the top of the tower and a 12 ft. x 30 ft. equipment building at the base of the tower. An ice bridge will protect the wires that connect the tower to the equipment building and the entire complex will be surrounded by a chain link fence. The existing access to the firehouse from County Route 26 will also provide access to the tower location. Utilities will be installed underground. Two omni antennas and a lightning rod are also to be attached to the top of the tower. The lightning rod will extend 10-feet above the top of the tower for an overall height of 90-feet. One 8-foot omni antenna is proposed by Franklin County Emergency and another 6-foot omni antenna is proposed by the Duane Volunteer Fire Department.
